To effectively prevent and combat forest and grassland fires, and ensure the safety of people’s lives and property as well as national forest and grassland resources, the following Order is hereby issued in accordance with the relevant laws and regulations including the Regulations on Forest Fire Prevention, Regulations on Grassland Fire Prevention and Regulations of Heilongjiang Province on Forest Fire Prevention:
Clarify Fire Prevention Periods
The 2025 spring forest and grassland fire prevention period shall run from March 15 to June 15, with the high fire risk period falling between April 20 and May 20. The autumn forest and grassland fire prevention period shall be from September 15 to November 15, with the high fire risk period ranging from September 25 to October 25.
Strengthen Publicity Efforts
During the fire prevention period, efforts to publicize forest fire prevention shall be intensified, giving full play to the role of new media such as television, mobile phones and the internet to conduct extensive, flexible and in-depth publicity campaigns. Tour guides must incorporate forest fire prevention publicity slogans into their tour commentaries when leading tour groups. Forest farms, agricultural farms and villages shall organize multi-channel publicity and education activities targeting villages, households and operation sites, increase the quantity and coverage of publicity materials such as banners, streamers and slogans, and effectively create a strong atmosphere of publicity and education.
Fulfill Fire Prevention Responsibilities
Implement the government administrative chief responsibility system and the department/unit leadership responsibility system, strictly enforce the "three lists and one commitment" and "two documents and one letter" working mechanisms. Fulfill the administrative supervision responsibilities of competent forestry and grassland authorities, and the primary responsibilities of operating entities and individuals. All member units of the forest fire prevention command shall perform their duties in accordance with the division of labor. Timely communication shall be conducted with adjacent counties (cities/districts), farms and companies to clarify joint defense responsibilities and establish a long-term joint prevention and control mechanism for forest and grassland fire prevention.
Strictly Control Outdoor Fire Sources
During the fire prevention period, except where approved in accordance with the law, all outdoor fire-related activities are prohibited within forest and grassland fire prevention zones, including smoking, burning wasteland, burning field ridge grass, burning land grids, burning crop straw, burning joss paper at graves, setting off fireworks and firecrackers, releasing sky lanterns, and burning garbage. Checkpoints and forest and grassland fire prevention warning signs shall be set up at key access roads to forest and grassland areas and scenic spot entrances, with a strict real-name registration system for mountain entry implemented, including verification via QR code scanning or completion of entry registration formalities. Motor vehicles without fire prevention devices and individuals without mountain entry permits are prohibited from entering forest areas. When wind force reaches level 4 or above or during high fire risk weather, all domestic fires are prohibited in residential areas and operation sites located in the hinterland of forest areas. Entities and individuals entering forest and grassland fire prevention zones for production, construction and prospecting shall sign forest and grassland fire prevention responsibility documents with competent forestry and grassland authorities, define responsible persons and zones, and accept supervision and management by the said authorities.
Implement Efficient Early Warning and Response
During the fire prevention period, all forest fire prevention responsible units shall strictly implement the three-level duty system, and submit daily reports and zero reports on forest and grassland fire situations. Reserve sufficient funds, fuel, vehicles, food, medical supplies and other materials required for fire prevention and suppression; ensure that communication facilities and tools are maintained in optimal condition. Professional forest fire brigades and semi-professional teams shall implement a 24-hour duty, standby and forward-positioned garrison system, maintaining a constant state of combat readiness. In the event of a fire, the principal leading personnel must rush to the scene immediately, deploy forces rapidly and concentrate sufficient personnel to combat the fire, resolutely adhering to the principle of "early detection, rapid suppression and complete extinguishment" to ensure the success of the initial fire suppression operation.
Enhance Supervision and Inspection
During the fire prevention period, carry out full-scale, blanket special campaigns including "three clean-ups" (clearing mountains, forests and river valleys) and "comprehensive inspections of forest and grassland fire hazards" to identify risks and eliminate hidden dangers. Leading personnel of member units of forest and grassland fire prevention and suppression commands at all levels shall conduct on-site guidance and inspections in primary-level designated areas during high fire risk periods, thoroughly identifying potential risks and hidden dangers to achieve full coverage without gaps. Strengthen patrols and control in high fire risk areas, and maintain strict surveillance over sensitive areas and important facilities. Issues identified during inspections shall be ordered to be rectified within a time limit; those who refuse to make rectifications shall be dealt with severely in accordance with rules, disciplines and laws. Launch special campaigns to crack down on illegal and criminal activities related to forest and grassland fires in accordance with the law; all violations warranting administrative penalties shall be severely punished in accordance with the law; those who cause fires due to negligence or arson, which constitute crimes, shall be held criminally liable in accordance with the law.
