前言 Preface
五大连池世界地质公园是联合国教科文组织认证的世界级自然保护地，拥有独特的新期、老期火山地质地貌、天然矿泉水资源、完整的森林湿地生态系统及珍稀生物资源，是集地质遗迹、生态资源、人文资源于一体的综合性自然宝库。为严格践行自然资源保护法律法规，规范公园资源管护工作，筑牢生态安全屏障，守护火山地质遗迹与原生态自然环境，保障公园生态、科研、科普、旅游可持续发展，特编制本手册。
As a world-class nature reserve certified by UNESCO, Wudalianchi Global Geopark features unique young and old volcanic landforms, natural mineral water resources, complete forest and wetland ecosystems and rare biological resources. It is a comprehensive natural treasure integrating geological relics, ecological resources and humanistic resources. This manual is compiled to strictly implement laws and regulations on natural resource protection, standardize park resource management and protection, build an ecological security barrier, protect volcanic geological relics and original natural environment, and ensure the sustainable ecological, scientific research, popular science and tourism development of the park.
第一章 总则 Chapter 1 General Provisions
1.1 编制目的 Purpose of Compilation
全面保护五大连池世界地质公园内地质遗迹、水资源、森林植被、野生动植物、大气环境等各类自然资源，规范资源开发、利用、巡查、管护行为，防范生态破坏、环境污染和地质灾害，实现自然资源永续利用与公园高质量发展。
To fully protect various natural resources including geological relics, water resources, forest vegetation, wild animals and plants, and atmospheric environment in Wudalianchi Global Geopark, standardize the behaviors of resource development, utilization, inspection and management, prevent ecological damage, environmental pollution and geological disasters, and realize the sustainable utilization of natural resources and high-quality development of the park.
1.2 适用范围 Scope of Application
本手册适用于五大连池世界地质公园全域范围内所有自然资源保护、日常管护、巡查执法、科普宣传、应急处置等工作，适用于园区工作人员、入驻企业、商户、游客及所有进入公园区域的单位和个人。
This manual applies to all work related to natural resource protection, daily management and protection, inspection and law enforcement, popular science publicity and emergency disposal within the whole area of Wudalianchi Global Geopark, covering park staff, settled enterprises, merchants, tourists and all units and individuals entering the park.
1.3 保护原则 Protection Principles
坚持“保护优先、科学管控、合理利用、永续发展”的原则，统筹生态保护与旅游发展、科研探索、民生保障，严守生态保护红线，杜绝过度开发和人为破坏。
Adhere to the principles of "priority to protection, scientific management and control, rational utilization and sustainable development", coordinate ecological protection with tourism development, scientific research and people's livelihood security, strictly abide by the ecological protection red line, and eliminate excessive development and man-made damage.
第二章 自然资源分类保护规范 Chapter 2 Classified Protection Specifications for Natural Resources
2.1 火山地质遗迹保护 Protection of Volcanic Geological Relics
五大连池火山地质遗迹是核心稀缺资源，涵盖火山锥、熔岩台地、熔岩洞穴、堰塞湖、地质剖面等特色地貌。严禁任何单位和个人擅自挖掘、损毁、刻画、踩踏地质遗迹，严禁私自开采山石、破坏熔岩地貌、搭建违规构筑物。日常开展地质遗迹常态化巡查，定期监测地质结构变化，及时排查坍塌、滑坡等地质灾害隐患，对受损地质遗迹实施科学修复。
The volcanic geological relics of Wudalianchi are core scarce resources, including characteristic landforms such as volcanic cones, lava platforms, lava caves, barrier lakes and geological sections. No unit or individual is allowed to excavate, damage, carve or trample on geological relics without permission, nor to privately mine rocks, destroy lava landforms or build illegal structures. Carry out regular inspections of geological relics, monitor changes in geological structures on a regular basis, timely eliminate hidden dangers of geological disasters such as collapse and landslide, and implement scientific restoration for damaged geological relics.
2.2 水资源保护 Protection of Water Resources
重点保护公园内五大连池湖泊、矿泉水源、溪流、湿地等各类水资源，严格管控饮用水源保护区、矿泉核心保护区生态环境。严禁向水域排放污水、倾倒垃圾、丢弃杂物，严禁擅自取水、截水、围垦水域。规范园区污水处理设施运行，确保污水达标排放，持续监测水质、负氧离子等生态环境数据，保障水资源原生态品质。规范仙池矿泉水公司等园区企业生产取水、排水行为，杜绝生产活动破坏水环境。
Focus on protecting various water resources such as Wudalianchi lakes, mineral water sources, streams and wetlands in the park, and strictly manage and control the ecological environment of drinking water source protection areas and core mineral water protection areas. It is forbidden to discharge sewage, dump garbage and discard sundries into water areas, and to take water, intercept water and reclaim water areas without permission. Standardize the operation of park sewage treatment facilities to ensure up-to-standard discharge of sewage, continuously monitor ecological environment data such as water quality and negative air ions, and guarantee the original ecological quality of water resources. Standardize the water intake and drainage behaviors of park enterprises such as Xianchi Mineral Water Company, and prevent water environment damage caused by production activities.
2.3 森林与植被保护 Protection of Forests and Vegetation
严格保护园区天然林、人工林、草本植被及珍稀植物资源，落实常态化森林防火工作。防火期内全域设置防火检查站，对出入人员、车辆实行实名登记，严禁野外违规用火、焚烧秸秆、枯枝落叶。严禁擅自砍伐树木、踩踏植被、采摘野生珍稀植物、破坏林地地貌。常态化开展植被养护、病虫害防治工作，持续提升园区森林覆盖率与生态涵养能力。
Strictly protect natural forests, artificial forests, herbaceous vegetation and rare plant resources in the park, and implement regular forest fire prevention work. During the fire prevention period, fire prevention checkpoints shall be set up in the whole area, and real-name registration shall be implemented for all personnel and vehicles entering and exiting. Illegal open-air fire, straw burning and burning of dead branches and leaves are prohibited. It is forbidden to cut down trees, trample on vegetation, pick wild rare plants or destroy forest land landforms without permission. Carry out regular vegetation maintenance and pest and disease prevention and control to continuously improve the forest coverage rate and ecological conservation capacity of the park.
2.4 野生动植物保护 Protection of Wild Animals and Plants
全面保护公园内野生鸟类、兽类、两栖类及各类野生植物资源，维护生物多样性。严禁非法捕猎、惊扰野生动物，严禁破坏野生动物栖息地、巢穴，严禁非法采摘、交易珍稀野生植物。建立野生动植物常态化监测机制，及时救助受伤、受困野生动植物，营造安全稳定的生物栖息环境。
Fully protect wild birds, beasts, amphibians and various wild plant resources in the park to maintain biodiversity. Illegal hunting and disturbing of wild animals, destroying wild animal habitats and nests, and illegal picking and trading of rare wild plants are prohibited. Establish a regular monitoring mechanism for wild animals and plants, timely rescue injured and trapped wild animals and plants, and create a safe and stable biological habitat environment.
2.5 大气与生态环境保护 Protection of Atmospheric and Ecological Environment
严控园区污染源，禁止违规焚烧垃圾、杂物，严控企业生产废气、扬尘排放。持续开展负氧离子、空气质量常态化监测，维护园区优良大气生态环境。规范垃圾分类收集、转运、处置工作，设置便民垃圾回收站，全面落实垃圾分类宣传与管控，杜绝生活垃圾污染，保障园区生态环境整洁有序。
Strictly control pollution sources in the park, prohibit illegal burning of garbage and sundries, and strictly control the emission of production waste gas and dust from enterprises. Carry out regular monitoring of negative air ions and air quality to maintain the excellent atmospheric ecological environment of the park. Standardize the classified collection, transportation and disposal of garbage, set up convenient waste recycling stations, fully implement the publicity and management of waste sorting, eliminate domestic garbage pollution, and ensure a clean and orderly ecological environment in the park.
第三章 日常管护与应急保障 Chapter 3 Daily Management and Protection & Emergency Support
3.1 日常巡查管控 Daily Inspection and Control
组建专项管护队伍，实行全域常态化巡查，重点排查地质遗迹破坏、植被损毁、违规用火、垃圾污染、非法施工等问题，建立巡查台账，对发现的问题及时整改、闭环处置。定期开展秸秆利用率统计、资源环境数据统计等基础工作，夯实自然资源管护基础。
Set up a special management and protection team to carry out regular full-area inspections, focusing on investigating problems such as geological relic damage, vegetation destruction, illegal fire use, garbage pollution and illegal construction, establish inspection ledgers, and timely rectify and close the loop of found problems. Regularly carry out basic work such as straw utilization rate statistics and resource and environmental data statistics to consolidate the foundation of natural resource management and protection.
3.2 多部门协同保障 Multi-department Collaborative Support
面对雪灾、火灾、地质灾害等各类风险，公园联动热电公司、给排水公司、燃气公司、交通运输中心、旅游景点服务中心等多方力量协同应对。各单位全员坚守岗位，保障园区供热、供水、供气、交通通行、景区服务稳定，全力防范化解各类生态安全风险，保障自然资源安全。
Faced with various risks such as snow disasters, fires and geological disasters, the park coordinates multi-party forces including thermal power companies, water supply and drainage companies, gas companies, transportation centers and tourist attraction service centers for joint response. All staff of each unit stick to their posts to ensure the stability of heating, water supply, gas supply, traffic and scenic spot services in the park, fully prevent and resolve various ecological security risks, and guarantee the safety of natural resources.
3.3 科普宣传教育 Popular Science Publicity and Education
常态化开展自然资源保护、防灾减灾、垃圾分类、森林防火、防震减灾等主题科普宣传活动。定期举办科普讲座、科普小游戏、主题宣传日活动（地球日、土地日等），普及火山地震监测、生态保护、自救逃生等知识，引导工作人员、商户、游客树立生态保护意识，自觉守护公园自然资源。
Carry out regular popular science publicity activities on themes such as natural resource protection, disaster prevention and reduction, waste sorting, forest fire prevention, and earthquake prevention and disaster reduction. Regularly hold popular science lectures, mini-games and themed publicity day activities (Earth Day, Land Day, etc.), popularize knowledge such as volcano and earthquake monitoring, ecological protection and self-rescue and escape skills, and guide staff, merchants and tourists to establish ecological protection awareness and consciously protect the park's natural resources.
第四章 责任与监督 Chapter 4 Responsibility and Supervision
4.1 主体责任 Main Responsibilities
公园管理部门为自然资源保护主体责任单位，负责全域资源管护、宣传教育、巡查执法、应急处置等工作。园区入驻企业、商户需严格遵守本手册规定，落实生态保护主体责任，规范生产经营行为。所有进入园区的个人需自觉遵守保护规定，杜绝各类破坏自然资源的行为。
The park management department is the main responsible unit for natural resource protection, responsible for full-area resource management and protection, publicity and education, inspection and law enforcement, and emergency disposal. Settled enterprises and merchants in the park shall strictly abide by the provisions of this manual, implement the main responsibility of ecological protection, and standardize production and operation behaviors. All individuals entering the park shall consciously abide by the protection regulations and eliminate all behaviors that damage natural resources.
4.2 监督考核 Supervision and Assessment
建立常态化监督考核机制，对各岗位管护工作、企业生态履职情况进行定期检查考核。对严格落实保护责任、成效突出的单位和个人予以表彰；对违规操作、破坏自然资源、履职不到位的，依规追责问责，情节严重的移交相关部门依法处理。
Establish a regular supervision and assessment mechanism, and conduct regular inspection and assessment on the management and protection work of each post and the ecological performance of enterprises. Commend units and individuals that strictly implement protection responsibilities and achieve outstanding results; hold accountable those who violate regulations, damage natural resources or fail to perform their duties in accordance with regulations, and transfer those with serious circumstances to relevant departments for legal handling.
第五章 附则 Chapter 5 Supplementary Provisions
5.1 本手册由五大连池世界地质公园管理部门负责解释、修订与更新。
This manual is interpreted, revised and updated by the management department of Wudalianchi Global Geopark.
5.2 本手册自发布之日起正式施行。
This manual shall come into force as of the date of issuance.
