To effectively carry out forest and grassland fire prevention and suppression work during the 2025 spring high fire risk period, prevent forest and grassland fires, and ensure the safety of people's lives and property as well as forest resources, the Forest and Grassland Fire Prevention and Control Command of the Wudalianchi Global Geopark Administration Committee has made the decision through deliberation. In accordance with the relevant provisions of the Forest Law of the People's Republic of China, Regulations on Forest Fire Prevention, Regulations on Grassland Fire Prevention and Regulations of Heilongjiang Province on Forest Fire Prevention, this Fire Ban Order for the 2025 spring high fire risk period is hereby issued.
Fire Ban Period
From April 25 to May 25, 2025.
Fire Ban Area
All forest areas, grasslands within the Wudalianchi Scenic Area and Nature Reserve, as well as the 100-meter surrounding zone thereof.
Fire Ban Provisions
All outdoor fires are prohibited during the fire ban period and within the fire ban area. The following provisions must be strictly observed:
It is prohibited to bring kindling materials and flammable and explosive items into forest and grassland areas.
It is prohibited to engage in burning wasteland, crop straw, tree branches and twigs, wild vegetables for processing, garbage and waste plastic mulch films.
It is prohibited to smoke, light candles, burn incense, joss paper, set off fireworks and firecrackers, and release sky lanterns in the open air.
It is prohibited to have picnics, use torches, light fires for heating, and hold bonfire activities.
It is prohibited for any entity or individual to conduct fire-related operations such as blasting, hunting, and lighting fires to drive away animals in forest areas, pastoral areas and forest-edge areas without approval.
When wind force reaches level 4 or above in forest areas, all production and domestic fires are prohibited.
It is prohibited to conduct any other outdoor fire-related activities.
Other Provisions
Forest management (protection) entities and individuals shall bear the responsibility for forest fire prevention within their management (protection) scope and must implement all fire ban measures. Industries such as electric power, communications and gas supply, as well as key risk points including flammable and explosive warehouses, temples and agritainment resorts, shall conduct comprehensive inspections and eliminate forest fire hazards in a timely manner.
All vehicles and individuals entering forest and grassland areas shall voluntarily accept inspection and registration, and strictly comply with the regulation of scanning the Fire Prevention QR Code prior to entry. No entity or individual shall refuse or obstruct such inspections.
Any entity or individual discovering outdoor fires shall promptly report to the competent forest and grassland fire prevention department; in case of detecting forest fire, an immediate report shall be made to the local forest fire prevention and control command.

Any violation of this Fire Ban Order shall be dealt with severely in accordance with relevant laws and regulations. Those suspected of committing a crime shall be transferred to judicial authorities for criminal liability.
