Heilongjiang Provincial Seismological Bureau implements a dual leadership system under the China Earthquake Administration and the People's Government of Heilongjiang Province, with the China Earthquake Administration as the main leading body. It is at the departmental (bureau) level and legally performs the administrative function of managing earthquake disaster prevention and mitigation work within its administrative region.
Heilongjiang Provincial Seismological Bureau implements the guidelines, policies, decisions and arrangements of the Party Central Committee and the State Council on earthquake disaster prevention and mitigation, implements the work requirements of the Party Committee of the Ministry of Emergency Management, the Party Group of the China Earthquake Administration, and the CPC Heilongjiang Provincial Committee and the People's Government of Heilongjiang Province, promotes the transformation of functions, and adheres to and strengthens the Party's centralized and unified leadership over earthquake disaster prevention and mitigation work in the performance of its duties.

Functions and Responsibilities:

In accordance with the "Notice of the China Earthquake Administration on Printing and Distributing the 'Regulations on the Functional Configuration, Internal Institutions, Establishment of Affiliated Institutions and Staffing of Heilongjiang Provincial Seismological Bureau'" (Zhongzhengrenfa〔2020〕No. 29), the main responsibilities of Heilongjiang Provincial Seismological Bureau are as follows:

(1) Responsible for drafting policies, laws, regulations, rules and standards for earthquake disaster prevention and mitigation in Heilongjiang Province, and organizing their implementation.

(2) Organize the formulation and implementation of the plan for earthquake disaster prevention and mitigation in Heilongjiang Province, and promote the establishment and improvement of the dual-plan financial management system for earthquake disaster prevention and mitigation and the corresponding funding channels.

(3) Responsible for establishing the earthquake disaster risk prevention and control system, monitoring, prediction and early warning system, earthquake science and technology innovation system, and social governance system for earthquake disaster prevention and mitigation.

(4) Responsible for establishing an information system for earthquake disaster prevention and mitigation, establishing systems for earthquake and volcanic monitoring and early warning, disaster situation reporting and risk reporting, establishing a mechanism for sharing earthquake and volcanic disaster risk information, legally and uniformly releasing earthquake situation, disaster situation and earthquake disaster risk information, and ensuring earthquake emergency response.

(5) Responsible for formulating and implementing the plan for the earthquake and volcanic monitoring station network in Heilongjiang Province, carrying out investigations, evaluations, prevention and control of earthquake and volcanic disaster risks together with relevant departments, organizing investigations and loss assessments of earthquake and volcanic disasters together with relevant departments, and participating in the formulation of plans for post-earthquake recovery and reconstruction.

(6) Legally perform the supervision and management responsibilities for earthquake disaster prevention and mitigation within its administrative region, undertake the functions of the Office of the Provincial Leading Group for Earthquake Disaster Prevention and Mitigation, guide the work of earthquake disaster prevention and mitigation in cities and counties, carry out administrative law enforcement related to earthquake disaster prevention and mitigation in accordance with the law, and undertake earthquake administrative reconsideration and administrative litigation work.

(7) Responsible for the quality and technical supervision and management of the earthquake industry within its administrative region, responsible for the publicity, implementation and supervision of earthquake standards, and manage earthquake metrology work.

(8) Organize public services for earthquake disaster prevention and mitigation, be responsible for scientific and technological research on earthquake disaster prevention and mitigation and the promotion and application of achievements, and be responsible for popular science publicity and training on earthquake disaster prevention and mitigation.

(9) Undertake other tasks assigned by the China Earthquake Administration, the CPC Heilongjiang Provincial Committee and the People's Government of Heilongjiang Province.

(2) Hegang Earthquake Monitoring Central Station.

(3) Qiqihar Earthquake Monitoring Central Station.

(4) Wudalianchi Earthquake Monitoring Central Station.

(5) Suihua Earthquake Monitoring Central Station.
