Management Organization and Responsibilities
The Administrative Committee of Wudalianchi Global Geopark of Heilongjiang Province is the governing body. Affiliated to the People’s Government of Heihe City, it exercises the functions of a county-level people’s government in terms of resource protection, planning, management and utilization, and is responsible for the protection, planning, utilization and management of the protected area.
Hierarchical and Classified Protection
The protected area is divided into three zones: Core Zone, Buffer Zone and Transition Zone.
Core Zone
Activities such as damaging volcanic relics, carrying out construction and development projects, and conducting irregular tourism are prohibited. All cultivated land within this zone shall be converted back to forests, grasslands or wetlands. Any activities that may affect or damage mineral water sources and the ecological environment are strictly forbidden. Specific areas like the volcanic relic sites of Laoheishan Volcano and Huoshaoshan Volcano fall into this category, where all construction and development activities are strictly prohibited to preserve the original state.
Buffer Zone
Acts including vegetation excavation, wetland reclamation and wild animal hunting are prohibited. Mineral mud resources shall be centrally managed by the Administrative Committee. Logging, grazing, mining and other similar activities are restricted. Water pollution is strictly forbidden, and the conversion of cultivated land back to forests shall be carried out in a gradual manner.
Transition Zone
Rational development is permitted on the premise of compliance with the overall plan, while any activities that damage the ecological environment are prohibited.
Resource Protection Provisions
The natural water supply sources of lakes and rivers within the protected area shall not be altered, and sewage discharge is prohibited.
The exploitation of Wudalianchi mineral water shall be subject to official approval procedures in accordance with the law and shall be centrally planned and developed by the Administrative Committee.
The purchase, processing and sale of geological relic products such as pumice within the geopark are prohibited.
A strict fire source management system shall be implemented, including the mountain entry permit system and mountain closure for forest protection measures. A daily fire report system shall be enforced during the fire prevention period.
The mechanism of shared responsibilities between Party and government departments as well as joint prevention and guarantee shall be implemented. A semi-professional fire-fighting team shall be established, and patrol inspection and accountability mechanisms shall be strengthened.
A three-level lake chief system (at district, town and village levels) shall be put into practice, clarifying the responsibilities of lake chiefs, strengthening the space control of lake waters, preventing and controlling water pollution, and carrying out ecological restoration.
The diversion or redirection of natural water sources is prohibited. Discharging sewage into Wudalianchi is strictly forbidden, and domestic sewage must be treated harmlessly.
The exploitation of geological relic products such as pumice and volcanic cinder is prohibited. Mineral mud resources shall be centrally managed by the Administrative Committee, and the recycling and reuse of such resources shall be encouraged.
Construction activities within mineral water belts are prohibited, and any pollution-related violations shall be severely punished in accordance with the law.
Construction Activity Management
All construction activities related to resource protection, utilization and other purposes shall comply with the overall plan, and relevant approval procedures shall be completed in accordance with the law upon the approval of the Administrative Committee. The plans for developing and constructing tourist attractions and routes shall be submitted to and approved by the provincial competent department of natural resources and other relevant authorities before implementation.
Tourist Code of Conduct
Tourists shall take good care of public facilities, maintain environmental sanitation and public order, and abide by relevant regulations. Vehicles entering the protected area must travel along designated routes and park at specified locations.
Supervision and Management
The Administrative Committee is responsible for organizing the formulation of various plans, supervising the protection, utilization, construction and tourism service industries, determining the environmental capacity of the scenic area, strengthening the construction and management of public facilities, and ensuring environmental sanitation.
Monitoring institutions stationed in the protected area shall regularly report monitoring results to the Administrative Committee.
Refined urban management shall be implemented, including city appearance improvement, garbage classification, greening maintenance and infrastructure upkeep.
Illegal constructions shall be demolished, and road-occupying business activities shall be eliminated. The "five responsibilities in front of the door" system for merchants shall be strengthened.
The Administrative Committee shall exercise unified law enforcement power, imposing fines or ordering rectification for illegal acts.
A digital monitoring system shall be established, with infrared cameras and bird sound pattern recognition devices installed to conduct 24/7 supervision over geological relics, wild animals and plants.

This system is formulated and implemented in accordance with the following laws and regulations: Regulations of Heilongjiang Province on the Protection of Wudalianchi Global Geopark, Environmental Protection Law of the People's Republic of China, Wildlife Protection Law of the People's Republic of China, Forest Law of the People's Republic of China, Grassland Law of the People's Republic of China, Mineral Resources Law of the People's Republic of China and Land Administration Law of the People's Republic of China, so as to realize the strict protection and sustainable utilization of natural resources.
